Description

Feature #77 should be implemented before this.

Create an object that gets added to a visualization and scales when the visualization is zoomed.
Store a circle object as X,Y,Radius (data coordinates) in the session state.

Also, a function should be created that queries all layers on the same visualization for keys that intersect the polygon that has been drawn. This function can then be called from JavaScript once feature #82 is implemented.

I see that when the circle is created, it is a separate layer, unlike the custom polygon tool. For the feature:

Is that functionality present now? How would we select the layers within the radius with the javascript API?
